Questions

What ratio do I need?

AA requires 4.5:1 for normal text and 3:1 for large text (24px, or 18.66px bold). AAA requires 7:1 and 4.5:1.

Does it account for transparency?

No. Use solid colours; blend transparent colours with their background first.
